Selection Method for Joint Training Students between East University of Heilongjiang and Supporting Universities

Point 1

Recommending outstanding undergraduate students to study at targeted support universities is an important component of the university's diversified student training system, an important measure to strengthen the selection of outstanding innovative talents and improve the quality of talent training, and an effective mechanism to promote and motivate undergraduate students to study diligently and develop comprehensively.

Point 2

Selection object. Our university has officially registered as a second year undergraduate student (who will advance to the third year in the fall semester) and has completed all previous courses.

Point 3

Selection quota. The academic affairs office of the university will consult with the academic affairs office of the supporting university to determine the number of majors and students based on the subject and education situation of the "Double First Class" construction of the supporting university.

Selection time. Complete the selection and recommendation work before the start of each autumn semester of the academic year.

Point 4

 Students must meet the following selection criteria:

1Comprehensive development of morality, intelligence, physical fitness, aesthetics, and labor skills, possessing noble patriotic sentiments and ideological and moral qualities, firm socialist beliefs, strong sense of social responsibility, compliance with laws and regulations, positive attitude, honesty and trustworthiness, excellent conduct, and physical and mental health;

2Having strong learning ability, practical ability, and innovative spirit, with excellent comprehensive performance, meeting the requirements of the supporting university, and having confidence in completing the learning tasks during the exchange period;

3The university foreign language proficiency level is as follows: achieving a score of 425 or above in the National College English Test Band 4 (with a score of 60 or above in minor languages), or obtaining a credible foreign language proficiency certificate. Art students may relax their restrictions at their discretion;

4No courses with unqualified subjects;  

5No disciplinary action;

6Students must meet or exceed the qualified physical education standards.

Point 5

Those who meet one of the following conditions cannot participate in recommendations:

  1.  Being subjected to various disciplinary actions or being criticized by the university;

2Those who have failed courses;

3There are other inappropriate behaviors that make it unsuitable for students to participate in exchange programs at the corresponding supporting universities.

Point 6

Score Calculation. Ranking evaluation is based on the total score of the students' first and second year evaluations. That is, the overall academic evaluation score is calculated as follows: Academic GPA * 80%+Moral Education GPA * 20%. The academic GPA is based on the "Management Rules for Undergraduate Student Grades at East University of Heilongjiang" document. The average credit score of moral education shall be implemented in accordance with the "Implementation Measures for Comprehensive Quality Assessment of Undergraduate Students at East University of Heilongjiang" document.

Point 7

The overall evaluation scores of students shall be implemented by grade and major, and the same major and course assessment shall be ranked together in grade. If there are students from each college who meet the recommendation criteria but give up, the quota can be postponed and filled according to the overall evaluation ranking within the major.

Point 8

Selection Procedure. Students who meet the recommendation criteria need to submit an application in person, fill out the "Application Form for Exchange and Study at the Corresponding University", and attach their freshman and sophomore transcripts, foreign language certificates, and award certificates to the Student Affairs Office of their college. The college is responsible for reviewing and focusing on examining students' professional abilities, research potential, comprehensive performance, adaptability, and physical and mental health.

Point 9

Review and Approval. The university working group is responsible for the review, and the results will be publicly announced by the students' affairs office within the campus for no less than 3 working days; if there are no objections upon the expiration of the public notice period, it shall be submitted to the principal's office meeting for approval and published in a document.

Point  10

Student status and credits. During the exchange period, the student's academic status will be retained at his university, and the credits of the courses taken by the student will be fully converted in accordance with the Inter school Credit Recognition Agreement.

Point 11

Training Requirements. Students need to follow the education and teaching plan of the corresponding university; Submit a study report in the middle of the exchange semester; Submit a summary report and corresponding university transcript after returning to university.

Point 12

Reward Policy. All recommended students who pass the assessment will be automatically awarded the university's first-class scholarship. Students can participate in the evaluation of national scholarships and national motivational scholarships. Eligible students can apply for national scholarships.

Point 13

Service Guarantee. Each relevant college should designate a dedicated person to maintain contact with the college where the corresponding university student is located, regularly visit the student's university, assist in guiding students' thoughts, learning guidance, life guidance, psychological counseling, academic guidance, daily management, and student self-management, and guide students to succeed in adulthood from five aspects: ideology, knowledge, morality, methods, and abilities.

Point 14

Organizational Leadership

1The Special Working Group for Joint Training of Students between the university and the Supporting Universities (hereinafter referred to as the Working Group) is responsible for organizing and leading the selection of outstanding students recommended by the university to study at the supporting universities.

Leader: Vice President in charge

Deputy team leaders: Director of Student Affairs, Director of Academic Affairs

Members: Vice Dean of Student Affairs and Vice Dean of Teaching Affairs of each college

2The office of the Working Group is located in the Student Affairs Office, responsible for the specific organization and implementation of the recommendation and selection work. Office Director: Director of Student Affairs (concurrently)

3The selection and recommendation of students in each college are led by the dean and secretary, who organize the selection and recommendation of students in relevant majors in the college by the vice dean in charge of student affairs, vice dean of teaching affairs, counselors, class teachers, etc.

Point 15

The selection and recommendation work shall adhere to the avoidance system. If staff members have direct relatives or stakeholders participating in the selection and recommendation process, they should actively apply for recusal. If there are non-direct relatives participating in the selection and recommendation, they should proactively report to the work group office.

Point 16

These Measures shall be interpreted by the Student Affairs Office and shall come into effect on August 11, 2025.
